The assumption that everything in Europe is cruelty-free is a little less concrete than we thought it was. In some cases, non-animal testing might still involve animal-cruelty and animal suffering. REACH regulation still requires animal-testing in some cases. There has always been a conflict between those regulations. The European Chemical Agency recently ruled that some animal tests were required for cosmetic ingredients. Sometimes, cosmetic companies producing vegan products might unwittingly be using animal components, such as FBS (foetal bovine serum), in their testing supply chain.
